1. Meeting Called to order at 8:00 pm.
2. Secretary's Minutes approved.
3. Guest Speaker Charles O'Shea, Chairman, Nassau County Board of Assessors
Mr O'Shea and his associates, Ben Adolo and Jim Cullen from Cole Layer Trumble spoke at length concerning the upcoming re-assessment. No re-valuation of Nassau County properties has been done in 63 years. Majority of NYS uses market value. Over the years unfairness and inequities have crept into the system. After the re-assessment is completed, taxpayers will have the opportunity to challenge the assessment in person at a number of locations around the county. At those meetings, taxpayers will be able to see just how their assessment was calculated. In general, the county was divided into 170 evaluation areas and there are 7 valuation zones in Garden City. Individual taxpayers properties will, in the re assessment be compared to other properties in their zone. The re-assessment will be completed soon and the valuations will affect tax bills in the following periods.

January 2004---County and Town
Mr O'Shea fielded questions from taxpayers in the western section of Garden City as well. The answers to many assessment questions can be found at http://www.mynassauproperty.com. In addition, those present were able to take away numerous publications detailing the process.
4. Old Business Vote to amend the by-laws of the Western Garden City Property Owners to
reduce the number of general meeting from 5 to 4 per year with the possibility of additional meetings at the request of the Board of Directors. This was first proposed to the membership at the June 13, 2001 meeting. Vote passed. Duly noted that the vote did not pass unanimously.
5. Directors and Trustees Committees. The following people volunteered to be on the Directors and Trustees committees. Directors: Charles Minicus, Barbara Haynes, Mary McCarraher, Gloria Weinruch, Andy McCann, Dave Fisher and Jack McGowan, with Mary McCarraher being the leader. Trustees: Joe Calamari, Matt Flanagan, Frank Tauches, Brian Murray, Ken Rode, Bob Bolebruch, John Blair, Bernie Hunt and Dorothy Warren, with Ken Rode being the leader. The committees will meet over the next weeks and nominate candidates for trustee and directors to be voted at the next general meeting.
6. Treasurers Report was accepted as read. Opening Balance , 3298.18. 569 dues paying members.
7. Director's/Officials Reports;
a. L. Volpe-Public Works: Manor Road improvements are proceeding smoothly.
b. M Ryder-Recreation and Cultural: Upcoming issues involve the pool season and St Pauls Recreation
c. M. McCarraher- membership- 2 new members.
d. C. Minicus-Planning Commission-St Mary's Property is being planned for 8 units of housing.
e. L Quinn-Police, Fire and Safety: Nothing to report
f. K Rode-Correspondence: Trying for LIRR representative for January but does not look great.
g. B. Haynes-Zoning: Nothing to report. Meeting are fourth Tuesday of the month.
h. B. Alvey-Environmental Advisory Board: 700 hours have been volunteered at the Bird Sanctuary.
